Pressure Equipment and Chemical Safety

Boiler Plant Hazard Assessment

The hazard assessment of the boiler plant is based on the Pressure Equipment Act (16.12.2016/1144; §65) and the Government Decree on Pressure Equipment Safety (29.12.2016/1549). In risk analyses, we use approved risk identification methods such as the Potential Problems Analysis (POA) and HAZOP deviation review.

In addition, we take into account:

• Occupational Safety and Health Act (738/2002; §10)
• Pressure Equipment Directive (2014/68/EU) and application guidelines
• Machinery Directive (2006/42/EC)
• Directive (89/391/EEC) on measures to improve the safety and health of workers at work
• Harmonized standards related to directives

Pressure Equipment Monitoring Plan

Periodic inspections of registered pressure equipment are mandatory in Finland. The inspection ensures the safety of the equipment and extends its lifespan. Periodic inspections can be partially or entirely replaced with equipment monitoring. In this case, inspections can be scheduled more flexibly, aligned with planned maintenance shutdowns, and utilize the user’s own condition monitoring during inspections.

Internal Emergency Plan

According to Section 28 of the Act on the Safety of Handling Hazardous Chemicals and Explosives (390/2005), operators conducting large-scale industrial handling and storage must develop an internal emergency plan. It includes a description of the accident prevention measures implemented in the production facility.

Operating Principle Document

According to the Government Decree on the Control of Hazardous Chemicals Handling and Storage (685/2015), the operator must develop operational principles to prevent accidents and compile them into a document (operating principle document) if the quantities of hazardous chemicals specified in the decree exceed the limits in the production facility.

Safety Report

According to the Government Decree on the Control of Hazardous Chemicals Handling and Storage (685/2015), the operator must prepare a safety report and submit it to the Finnish Safety and Chemicals Agency (Tukes) if the quantities of hazardous chemicals specified in the decree exceed the limits in the production facility.
